COMMUNIQUE OF THE AFRICAN PARLIAMENTARY PRE-COP 23 PREPARATORY WORKSHOP

Midrand, South Africa
21 October 2017

We, members of the Pan-African Parliament, Pan-African Climate Justice Alliance having met in Midrand, South Africa, for a pre-COP 23 preparatory workshop on 21 October 2017 during the symposium on “Climate, Energy Transition and Agricultural Adaptation Finance in Africa”,

Aware that climate change represents a real threat to economic development and longterm prosperity, manifesting its adverse and catastrophic impacts on all people but especially the poorest and most vulnerable people on the continent;

Recognizing the impacts that climate change has on national poverty eradication and sustainable development strategies in African countries;

Recalling the objective of the United Nations Framework Convention on Climate Change (UNFCCC), and in particular Article 2 which provides that “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system within a time frame sufficient to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner;”

Further Recalling the progress made in 2015 with the adoption of the Paris Agreement stipulating the global goals on mitigation, adaptation and finance, and in particular Article 2.1a which provides for Parties to “hold the global temperature well below 2°C above preindustrial levels and to pursue efforts to limit the temperature increase to 1.5°C and Article 7.1 on the Global Goal on adaptation, which aims “to enhance adaptive capacity, strengthen resiliency and reduce vulnerability to climate change”

Recalling the sustainable development goals adopted in New York on 25th September 2015 and particularly goal 13 on combating climate change and its impacts and which affirms the UNFCCC as the primary UN institution to coordinate climate change actions;

Mindful of African Union Assembly of Heads of State and government decision 16(xxv) 2017 on Africa’s engagements in the global climate negotiations;

Acknowledging the strong leadership provided by the Committee of African Heads of State and Governments on Climate Change (CAHOSCC), the African Ministerial Conference on the Environment (AMCEN) and the African Group of Negotiators (AGN) in ensuring the continent continues to speak with one voice in climate change negotiations;

Further taking note of the AMCEN 2017 Decision 16/4 on Climate Change in particular “urging Parties to the Paris Agreement to recognise the special circumstances and needs of African countries in line with the relevant COP decisions and call on in the incoming President of the COP to continue consultations with Parties with a view to reaching a decision in that regard at the 24th session of the COP”;

Determined to protect Africa and her environment against adverse effects resulting from
climate change among other environmental challenges;

Affirming the paramount importance of Parliament and Members of Parliament not only to take interest in the climate change negotiations, but also to actively contribute to the formulation and enactment of enabling national climate change policies and legislation in a robust governance system and noting the African institutions involved in climate change negotiations and seeking ways of ensuring Parliamentarians inputs are captured and coordinated;

NOW RECOMMEND AS FOLLOWS:
On negotiations in general: Noting the early adoption of the Paris Agreement, calls on Parties to speed up negotiations on the Paris Rule Book to catalyse climate action and clarifying the collective efforts of Parties during the Facilitative dialogue in 2018, commitment to increasing emission reduction targets in 2020, developing methodologies to assess collective efforts in 2023 leading to 2050 net zero emissions and climate resilience.

Further the negotiations should address the following:

a. MITIGATION
Calls on the global community to continue highlighting their efforts to reduce greenhouse gas emissions, in particular from developed country Parties, in line with the global temperature goal to limit temperature increase to well below 2°C, with a target towards 1.5 °C.

b. ADAPTATION
Reflect the global responsibility for adaptation in accordance with the principles and provisions of the Convention, taking into account national adaptation planning, adaptation needs and associated costs including support for developing countries- particularly Africa as stipulated in the Paris Agreement.

c. LOSS AND DAMAGE
Note the proposals for addressing loss and damage through insurance mechanisms and call on the global community to provide resources for loss and damage and any related actions to address such losses.

d. FINANCE
Note with concern the slow approval of adaptation projects, and the lack of parity in the provision of finance between adaptation and mitigation, and reaffirm the obligation of developed country Parties to contribute in a transparent, measurable and verifiable manner towards global climate finance.

e. THE ROLE OF markets
Recognize the critical role of non-market mechanisms for African countries and call on negotiators to focus on developing frameworks for the recognition of African communities efforts leading to  emission reduction

f. The Threat to pull out of the Paris Agreement
Note with concern the threat of the Government of the United States of America to withdraw from the Paris Agreement, and in particular the implications for global climate leadership and provisions of finance to developing countries. We are, however, encouraged by the level of commitment of the USA citizens, non-state actors and some states and cities who have remained committed to work with the rest of the global community in addressing climate change.

Emissions Gap Report 2017: what is in it for Africa?


The UN Environment’s Emissions Gap report (eighth edition) has been released ahead of the UN Climate Change Conference in Bonn. Interestingly, national pledges for emission cuts towards 2030 as enshrined in the Paris Agreement would only bring the world to only one-third of the expected reductions. How does this gap get closed? What should Africa do?

The Paris Agreement looks to limit global warming to under 2 degrees Celsius, with a more ambitious goal of 1.5 degrees Celsius also on the table. Meeting these targets would reduce the likelihood of severe climate impacts that could damage human health, livelihoods and economies across the globe. For the world's most vulnerable, there is no other way of looking at this situation of negative climate change impacts. But do they really have a voice?

Yes! Africa and the rest of the world that are highly vulnerable to the negative impacts of climate change do have a voice and must be heard. We must seek new ways of doing things. We must go with our ideas, clearer ideas, to the table for discussion. We must always go prepared to negotiations and be forward-looking in our presentations. We must build synergies and look for whoever is willing to be part of a move towards saving humanity to be on our side to fight this.

African governments must engage their colleagues in the developing world. We have for a long time focused on adaptation to climate change and we will not change it in the foreseeable future. But we must also get actively involved in the mitigation discussion. We must engage whoever is willing to listen and help to urgently pursue actions that will bring deeper and more-rapid cuts in greenhouse gas emissions.

How do we achieve reductions in greenhouse gas emissions through our agriculture, for example? What about other sectors such as energy, forestry, industry and transport? What can technology do to help us to reduce green house gas emissions in Africa? Where is the technology and how do we get it? There is always the point of investment in solar energy, efficient appliances, efficient mass transport systems, afforestation and stopping deforestation. These are areas that we can take charge of and pull our resources together to make a difference in our lives and that of the whole world.

The time has come. Let's stand to be counted. We are not doing it for some people; we are saving our own lives.

Signing the Paris climate deal

"Every year the problems are getting worse. We are at the limits. If I may use a strong word I would say that we are at the limits of suicide." - Pope Francis.

Arguably the most relevant meeting of world leaders in recent times is what took place in December 2015. That was the Paris climate conference (COP21). The hype prior to the meeting lived up to the billing as 195 countries adopted the first-ever universal, legally binding global climate deal. To me, the COP21 in Pariss was the most important and meaningful gathering in recent times.

The Paris agreement set out a global action plan to put the world on track to avoid dangerous climate change by limiting global warming to well below 2°C. One will say this has taken too long in coming. But it is true that it is better late than never. And getting things done in the global arena is very, and I mean V-E-R-Y, different from how I  run my home. This Paris agreement that is being lauded is due to enter into force in 2020. What will we doing from 2016 - 2020? That is a legitimate question to ask but not so easy to answer, it seems. What I can guess will happen in between getting the agreement and the agreement coming into force may include the following
  1. A meeting
  2. Another meeting
  3. One more meeting
  4. Many more meetings
  5. A final meeting to discuss how to conclude

Whilst these meetings are going on, more Greenhouse Gases (GHGs) will be getting into the atmosphere.

The first meeting
On 22 April 2016, the first meeting was held. It was a really big show for climate change. At least 34 countries representing 49% of greenhouse gas emissions formally joined the agreement, or committed to joining the agreement as early as possible this year that high-profile signing ceremony at the United Nations. Now, the historic Paris agreement has started moving closer to the critical threshold for becoming operational faster than expected. This is good news!

But the Paris agreement will only come into force when countries representing at least 55% of total greenhouse gases and 55% of the world's population join the agreement. When one looks at the countries that produce most of the worlds GHGs, China, USA, Russia, India, Japan, Canada, Mexico, Indonesia, Australia and Argentina will come up. So, if these countries that together produce about 60% of the world's GHGs sign the agreement, we will be moving faster. But things do not work so smooth when it comes to climate change committments. China, which accounts for about 20% of global emissions, says it would finalise domestic procedures to join the agreement before the G20 meeting in September. Other industrialised countries offered similar pledges to submit the agreement for approval to parliament. Fasten your seat-belts and keep your fingers crossed.

The talked about picture
A picture of USA Secretary of State John Kerry signing the Paris agreement with his granddaughter in his arms has been the most talked about picture from the grand signing ceremony. That picture really stole the show from Leonardo DiCaprio and all the over 170 world leaders who were at the UN  headquarters to sign the climate change agreement. Mr Kerry's adorable 2-year-old granddaughter Isabel was one of 197 children present at the event to represent the countries that had adopted the agreement.


That picture is just awesome. It brings two things to my mind:
  1. the climate change debate has usually focused on our future and what is a better representation of this by the picture of Mr Kerry holding Isabel whilst signing the agreement!
  2. the climate issues usually get over-simplified as 'we are doing it for our children and grandchildren' and eventually we do not do it. This is simply because in truth we do not really care so much for our children and grandchildren like we do for ourselves.

The challenge which climate change poses is for now. Let's understand it as such. It is affecting us now. What we do now is what we do for ourselves.

Climate Change and Poverty

"There has never been a more important time to address rural poverty in developing countries. It looks likely that global food security and climate change will be among the key issues of the 21st century. As agricultural producers and custodians of a large share of the world's natural resources, poor rural people have key roles to play, contributing not only to global food security and economic growth, but also to climate change mitigation efforts." – Kanayo Nwanze, President of the International Fund for Agricultural Development
On November 8 2015, The World Bank has released a new report titled, "Shock Waves - Managing the Impacts of Climate Change on Poverty", and indeed it sends 'shock waves'. But can it be said that this is totally new news? NO! The impact of climate change on poverty across the globe is something that is very well documented.

The World Bank report, "Shock Waves - Managing the Impacts of Climate Change on Poverty" shows that climate change is an acute threat to poorer people across the world. And of course the usual places get a mention, – Sub-Saharan Africa and South Asia – the poorest regions of the world. The poorest regions of the world will be hit the hardest. The new report states that climate change has the power to push more than 100 million people back into poverty over the next fifteen years, i.e., by 2030! This is what hits me hard, shakes me badly and indeed send the 'shock waves' through my body.

The world has been fighting with poverty and climate change. It is arguably the two biggest issues confronting the world now. How do we end poverty or reduce it significantly and at also address climate change. These two issues of poverty and climate change cannot be addressed exclusive of each other. Not that climate change is that which will make people poor. No. There has been many poor people and countries even before climate change became a very topical issue engaging the minds of all who care. But climate change has the potential to worsen an already bad situation.

So how will climate change affect poverty reduction? Let's consider two critical ones. The world bank study points out that:
  • Without action, climate change would likely spark higher agricultural prices and could threaten food security in poorer regions such as Sub-Saharan Africa and South Asia. Take most of the countries in sub-Saharan Africa, almost all have their economies heavily dependent on agriculture. So when the impacts of climate change tend to be negative on agriculture, it means bad news for source of income, food security, nutrition, jobs, livelihoods and foreign exchange. "Shock Waves - Managing the Impacts of Climate Change on Poverty" estimate that by 2030, crop yield losses could mean that food prices would be 12% higher on average in Sub-Saharan Africa. This is not something to fold the arms and watch. Take any typical poor household in Kenya, Ghana, Ethiopia, Lesotho, they may already be spending more than half of their income on food, not to think about education, clothing, healthcare, transportation, rent, utilities, etc. Such families are already at their breaking point and cannot afford to pay more for food. So, it is easy to understand that if nothing is done, most of Sub-Saharan Africa is staring malnutrition in the face. Malnutrition is coming to us and although we refuse to welcome him, he will come nonetheless, unless serious action is taken. 
  • Climate change also will magnify many threats to health, as poor people are more susceptible to climate-related diseases such as malaria and diarrhea. At the global level, warming of 2-3°C could increase the number of people at risk for malaria by up to 5%, or more than 150 million more people affected. Diarrhea would be more prevalent, and increased water scarcity would have an effect on water quality and hygiene. This is not good news at all. The result would be an estimated 48,000 additional deaths among children under the age of 15 resulting from diarrheal illness by 2030. Juxtapose this on a health system that is already on its knees in most of Sub-Saharan Africa. this is not good news.
The new report points out a very important fact, "poverty reduction is not a one-way street. Many people exit or fall back into poverty each year ." So, the work is not a simple one. It is not one that starts today and ends tomorrow, just like that. It is not a linear equation but a very complicated multi-lateral equation that demands more minds and great effort. The world needs to proceed with high urgency. The poorer a people are, the lower their adaptive capacity and the more vulnerable they are to the negative effects of climate change. And the impacts of climate change are expected to increase, judging from the trajectory the world is moving in terms of greenhouse gas emissions.

As the world meets in Paris this December 2015, I sincerely hope and pray that a good deal will come out of the meeting. COP 21 should be a turning point. As the world transitions from Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs), may Paris bring the world something sustainable.

Watching the USA on Climate Change

“This is not some distant problem of the future. This is a problem that is affecting Americans right now. Whether it means increased flooding, greater vulnerability to drought, more severe wildfires — all these things are having an impact on Americans as we speak.” — U.S. President Barack Obama, interview with Al Roker, May 6, 2014

The United States of America (USA) plays and will continue to play a major role in the world as far as I can see. Not that I can really see very far, but I can smell very far. My sense of smell seem sharper than my sight. So I tend to 'see' more with my nose. And as far as my big nose can see, USA will play a major role in the world's affairs for such a long time.

Which issue concerns the everyone in the world more than the issues of climate change? Climate Change demands the attention and active involvement of all who genuinely believe they are big boys/girls in the house. They should stand and be counted. As the eldest child in a family where both Mum and Dad have passed on, I know and appreciate what it means to rise to the occasion; to stand and be counted. I acknowledge my position that destiny has bestowed on me. I accept the responsibility on me and live up to it. This is what I am watching the USA and hoping to see. Let USA stand well on climate issues.

In calling the big boys when it comes to emission of greenhouse gases, one cannot skip USA. If any meaningful agreement on reducing emission levels can be reached at Paris, the role of USA is extremely important. President Barack Obama, speaking at the League of Conservation Voters Capital Dinner, June 25, 2014, said: “Today, about 40 percent of America’s carbon pollution comes from our power plants. There are no federal limits to the amount those plants can pump into the air. None. We limit the amount of toxic chemicals like mercury, and sulfur, and arsenic in our air and water, but power plants can dump as much carbon pollution into our atmosphere as they want. It’s not smart, it’s not right, it’s not safe, and I determined it needs to stop.” — U.S. President Barack Obama, League of Conservation Voters Capital Dinner, June 25, 2014.

There has been good development in recent years on talks on emission reduction in which USA has been a major player. USA has tried to bring other big emitters into discussions. Now is the time for Mr Obama to rally his country to pull the world along a path for a positive action. Mr Obama, I know you know. I know you know it is possible to get seemingly impossible things done. You said this, Mr President: “Part of what’s unique about climate change, though, is the nature of some of the opposition to action.  It’s pretty rare that you’ll encounter somebody who says the problem you’re trying to solve simply doesn’t exist.  When President Kennedy set us on a course for the moon, there were a number of people who made a serious case that it wouldn’t be worth it; it was going to be too expensive, it was going to be too hard, it would take too long.  But nobody ignored the science.  I don’t remember anybody saying that the moon wasn’t there or that it was made of cheese.” — U.S. President Barack Obama, UC Irvine Commencement Address, June 14, 2014

It is sad to note that Mr Obama’s flagship climate policy, the American Clean Energy and Security Act, went down to defeat in 2009 as a result of Congressional opposition. That was in 2009 and a lot of water has passed under the Bridge; not Jose's Stamford Bridge. Mr Obama is coming to the end of his term and as some people claim he has been on legacy hunting, I urge him to hunt for a climate change legacy that the whole world will remember him for.

The US congress must support Mr Obama to rally the nation together and lead the world in reaching a good deal in Paris. This, my respected congressmen, you owe to yourself, your children and your children;s children. Please, this should not be about, Democrats and Republicans thinking of how to block that and delay this because it is coming from here and not there. Live above this. This is a matter of the world and the respect for USA must be put to good use.

I call on AMERICA.

Something good from Paris 2015

I have only passed through Paris once, on transit. So all I have from Paris is views of Charles de Gaulle Airport. So whilst waiting at Charles de Gaulle Airport, I sent a message to my wife, Juliet: "Ju, I'm in Paris now". Then this conversation ensued:
Ju: "Bring me something from Paris"
Benji: What do you want from Paris?
Ju: "I just want something good from Paris"

Now Paris has become so regular in my thinking. From 30 November to 11 December, governments of more than 190 nations will gather in Paris to discuss a possible new global agreement on climate change. This makes Paris very important to me as a climate change researcher. This meeting in Paris is seeking to do two main interlinked issues: reducing global greenhouse gas emissions and thus avoiding the threat of dangerous climate change.

In just about 5 years, the world's current commitments on greenhouse gas emissions will run out. Will the meeting at Paris succeed in getting a new and improved agreement on greenhouse gas emissions post 2020? How much should the world agree to cut down on Greenhouse Gas Emissions? What kind of agreement? Will it be an agreement that goes beyond the cameras?

It is estimated that a temperature rise of 2 degrees celsius  above pre-industrial levels will make the world cross a critical threshold beyond which global warming becomes catastrophic and irreversible. The current trend is that the world's emissions are heading for a rise of about 5 degrees celsius. There is every cause concern for any serious-minded person who thinks about this earth

I am not going to Paris for this very important meeting so I have a request for those going to Paris. My dear colleagues going to Paris, I believe you know you carry the aspirations of the whole world with you. The world is looking up to you to get a good deal for us all. You are not doing some people somewhere a favour. You will be helping yourself today, your children and your children's children.

As I was told, I also tell you, "I just want something good from Paris"

Why Dedicating Land to Bioenergy Won't Curb Climate Change

This is worth reading!

I could not agree more. As someone that has worked on how vast stretches of land are being aquired by multinationals in Ghana to produce biofuels, I wish I could scream this more!

A new WRI working paper recommends against dedicating land to produce bioenergy. This is a very worrying trend which is pushing peasant farmers out of the little land they are farming on just to feed themselves and their families.

Lima to Paris: Call for Climate Action Puts World on Track for 2015

A new 2015 agreement on climate change, that will harness action by all nations, took a further important step forward in Lima following two weeks of negotiations by over 190 countries.

Nations concluded by elaborating the elements of the new agreement, scheduled to be agreed in Paris in late 2015, while also agreeing the ground rules on how all countries can submit contributions to the new agreement during the first quarter of next year.

These Intended Nationally Determined Contributions (INDCs) will form the foundation for climate action post 2020 when the new agreement is set to come into effect.

What is an INDC?

Under the U.N. Framework Convention on Climate Change (UNFCCC), countries across the globe agreed (or does it mean committed) to create a new international climate agreement by the conclusion of the Paris Climate Summit in December 2015. During previous climate negotiations, countries agreed to publicly outline what actions they intend to take under a global agreement well before the Paris Summit (and for those countries in a position to do so, by March 2015). These country "commitments" are known as Intended Nationally Determined Contributions (INDCs). The form and rigor of these INDCs will largely determine whether the world achieves an ambitious 2015 agreement and is put on a path toward a low-carbon, climate-resilient future.

There is always a puzzle in my mind as to how committed countries are to really cutting down the emmissions  to save this planet from further anthropogenic climate change. "Contributions" from countries seem a very open and non-binding option that countries are expected to voluntarily make. I hope that "contributions" may sound "committments" to the ears of countries and they will look at this process with more seriousness and aimed at really making a difference.

How does the process work?

The INDC process has been hailed as a bottom-up process in which countries put forward their contributions in the context of their national priorities, circumstances and capabilities. This is to feed into the global agenda aimed to reduce global emissions enough to limit average global temperature rise to 2 degrees C, thus averting the worst impacts of climate change. So countries will, in their INDCs, will propose the steps they will take to reduce emissions and also address other issues, such as how they will adapt to climate change impacts, and what support they need from—or will provide to—other countries to address climate change. After the initial submission of INDCs, there will be an assessment phase to review countries’ INDCs and possibly adjust them before the Paris Climate Summit (COP 21).

What makes a good INDC?

A well designed INDC will signal to the world that a country is doing to combat climate change and limit future climate risks. Countries are expected to follow an efficient and transparent process when preparing their INDC to build trust and accountability with domestic and international stakeholders.

A good INDC should be ambitious, leading to transformation in carbon-intensive sectors and industry; transparent, so that the level of ambition can be reviewed; and equitable, so that each country does its fair share to address climate change. It should also articulate how the country is integrating climate change into other national priorities, such as sustainable development and poverty reduction, and send signals to the private sector to contribute to these efforts.

AfriCAN Women CAN!

I had an amazing day at the Women’s Park in the Miami – Dade County today. It was everything I did not expect and I liked it. The rains did not allow our team to go out and enjoy the beautiful scenery and sunshine (which I have learnt to value now that I am here) but I had the most exciting time meeting the amazing girls partaking in the Girls Empowerment and Mentoring (GEM) programme while learning about a phenomenal woman Roxcy O’Neal Bolton, a woman of distinction. We went to the park as part of our community service component of our programme on the Washington Fellowship.

When I saw the advertisement for the Washington Fellowship in December, 2013 I knew I wanted to be a part of it, however I was unsure if I wanted to get my heartbroken again. I was recovering from not getting into a highly competitive PhD programme. Plus I reason that there would be thousands of applications (and there was; 50, 000 of them). Would I stand a chance?
In the end I decided that I should at least give myself the chance. So I did. In March, 2014 I received a call and then was interviewed a few days later for the fellowship. Then on the 8th of April, 2014 I got mail. I was officially a Washington Fellowship finalist. The rest is history.

My professor at the University of Gloucestershire, Prof. Lindsey McEwen taught me to celebrate my successes, to relax, to reflect and to give myself the chance. When we met I was a twenty-three year old with a first class degree in Natural Resources Management looking to learn and gain practical experience. So as my instructor on my Masters programme she asked that I submit my curriculum vitae so that she would help me to gain the practical experience I wanted. The c.v. simply said the basics about me, so she asked what class I graduated with and I replied that I graduated as the top girl in my Fisheries and Watershed Management option class of 2008. I did not think it was important to place it on my curriculum vitae because for me it would come across as a show off. She simply said to me “...Afua Prempeh, no one is going to blow your horn for you...”.

Why work so hard and play it down? How was I going to get my foot in the door or expect someone to give me a fair chance when I was not giving myself a fair chance?

I think there is something fundamentally not right with the way society socializes women not only in Ghana but in Africa and around the world. There is absolutely nothing wrong with being competent and excellent at what you do. And there is no shame in being confident and acknowledging that you are good at something.

Afua Serwah Akoto Prempeh, is a guest writer for this blog. Afua is an environmentalist who is passionate about natural resources management and sustainable development. Afua joined the Environmental Protection Agency, Ghana in 2011 as a Program Officer and has worked in the Strategic Environmental Assessment Unit. Heard of the FAKE PLASTIC TREES?

Klaus Lackner, director of the Lenfest Center for Sustainable Energy at Columbia University, has come up with a technique that he thinks could solve the problem. Lackner has designed an artificial tree that passively soaks up carbon dioxide from the air using “leaves” that are 1,000 times more efficient than true leaves that use photosynthesis.

"We don't need to expose the leaves to sunlight for photosynthesis like a real tree does," Lackner explains. "So our leaves can be much more closely spaced and overlapped – even configured in a honeycomb formation to make them more efficient."

The leaves look like sheets of papery plastic and are coated in a resin that contains sodium carbonate, which pulls carbon dioxide out of the air and stores it as a bicarbonate (baking soda) on the leaf. To remove the carbon dioxide, the leaves are rinsed in water vapour and can dry naturally in the wind, soaking up more carbon dioxide.

Lackner calculates that his tree can remove one tonne of carbon dioxide a day. Ten million of these trees could remove 3.6 billion tonnes of carbon dioxide a year – equivalent to about 10% of our global annual carbon dioxide emissions. "Our total emissions could be removed with 100 million trees," he says, "whereas we would need 1,000 times that in real trees to have the same effect."

If the trees were mass produced they would each initially cost around $20,000 (then falling as production takes over), just below the price of the average family car in the United States, he says, pointing out that 70 million cars are produced each year. And each would fit on a truck to be positioned at sites around the world. "The great thing about the atmosphere is it's a good mixer, so carbon dioxide produced in an American city can be removed in Oman," he says.

GMO Myths and Truths


GMO Myths and Truths 
- An evidence-based examination of the claims made for the safety and efficacy of genetically modified crops.

Executive Summary:

Genetically modified (GM) crops are promoted on the basis of a range of far-reaching claims from the GM crop industry and its supporters. They say that GM crops:

  • Are an extension of natural breeding and do not pose different risks from naturally bred crops
  • Are safe to eat and can be more nutritious than naturally bred crops
  • Are strictly regulated for safety
  • Increase crop yields
  • Reduce pesticide use
  • Benefit farmers and make their lives easier
  • Bring economic benefits
  • Benefit the environment
  • Can help solve problems caused by climate change
  • Reduce energy use
  • Will help feed the world.

However, a large and growing body of scientific and other authoritative evidence shows that these claims are not true. On the contrary, evidence presented in this report indicates that GM crops:

  • Are laboratory-made, using technology that is totally different from natural breeding methods, and pose different risks from non-GM crops
  • Can be toxic, allergenic or less nutritious than their natural counterparts
  • Are not adequately regulated to ensure safety
  • Do not increase yield potential
  • Do not reduce pesticide use but increase it
  • Create serious problems for farmers, including herbicide-tolerant “superweeds”, compromised soil quality, and increased disease susceptibility in crops
  • Have mixed economic effects
  • Harm soil quality, disrupt ecosystems, and reduce biodiversity
  • Do not offer effective solutions to climate change
  • Are as energy-hungry as any other chemically-farmed crops
  • Cannot solve the problem of world hunger but distract from its real causes – poverty, lack of access to food and, increasingly, lack of access to land to grow it on.

Based on the evidence presented in this report, there is no need to take risks with GM crops when effective, readily available, and sustainable solutions to the problems that GM technology is claimed to address already exist. Conventional plant breeding, in some cases helped by safe modern technologies like gene mapping and marker assisted selection, continues to outperform GM in producing high-yield, drought-tolerant, and pest- and disease-resistant crops that can meet our present and future food needs.

230 million hectares of tree cover lost from 2000 to 2012

It is estimated that the world lost 2.3 million square kilometers (230 million hectares) of tree cover from 2000 to 2012—equivalent to 50 soccer fields of forest lost every minute of every day for 12 years 

The World Resources Institute (WRI), Google, UNEP and a group of more than 40 partners on 20 February 2014 launched Global Forest Watch (GFW), a dynamic online forest monitoring and alert system that empowers people everywhere to better manage forests. For the first time, Global Forest Watch unites the latest satellite technology, open data, and crowdsourcing to guarantee access to timely and reliable information about forests.

"Global Forest Watch is a near-real time monitoring platform that will fundamentally change the way people and businesses manage forests. According to data from the University of Maryland and Google, the world lost 2.3 million square kilometers (230 million hectares) of tree cover from 2000 to 2012 equivalent to 50 soccer fields of forest lost every minute of every day for 12 years. The countries with the highest tree cover loss are: Russia, Brazil, Canada, United States, and Indonesia.

"Managing the world's forest resources is today both a local and global undertaking, and technology has provided Global Forest Watch with an unprecedented opportunity to connect not only information and data but people, whether they be forest managers, businesses and private sector, or consumers across the globe. This is a great example of a community coming together and providing the world with a truly groundbreaking and pioneering product. Hopefully in a few years' time we will be able to monitor the impact and the results in terms of what actually happens on the ground that will be both a litmus test and I think the greatest affirmation that the time for this idea had come," said Achim Steiner, UN Under Secretary-General and UNEP Executive Director.

Global Forest Watch has the following features:

  • High-resolution: Annual tree cover loss and gain data for the entire globe at a resolution of 30 meters, available for analysis and download.
  • Near-real time: Monthly tree cover loss data for the humid tropics at a resolution of 500 meters.
  • Speed: Cloud computing, provided by Google, multiplying the speed at which data can be analyzed.
  • The crowd: GFW unites high resolution information from satellites with the power of crowdsourcing.
  • Free and easy to use: GFW is free to all and no technical expertise is needed.
  • Alerts: When forest loss alerts are detected, a network of partners and citizens around the world can mobilize to take action.
  • Analytical Tools: Layers showing boundaries of protected areas worldwide; logging, mining, palm oil and other concessions; daily forest fire alerts from NASA; agricultural commodities; and intact forest landscapes and biodiversity hotspots.

Global Forest Watch will have far-reaching implications across industries. Financial institutions can better evaluate if the companies they invest in adequately assess forest-related risks. Buyers of major commodities such as palm oil, soy, timber, and beef can better monitor compliance with laws, sustainability commitments, and standards. And suppliers can credibly demonstrate that their products are "deforestation free" and legally produced.

Global Forest Watch can support other users like indigenous communities, who can upload alerts and photos when encroachment occurs on their lands; and NGOs that can identify deforestation hotspots, mobilize action, and collect evidence to hold governments and companies accountable. Global Forest Watch can also help in designing smarter policies, enforce forest laws, detect illegal forest clearing, manage forests more sustainably, and achieve conservation and climate goals.

Opposition to Genetically Modfied (GM) Foods in Ghana Intensifies

The fight against the introduction of genetically modified organisms (GMOs) was taken to another level yesterday as Rastafarians and members of some civil society groups hit the streets of Accra to demonstrate against GMOs and the Plant Breeders’ Bill which is before Parliament.

The groups that took part in the demonstration were the Rastafarian Council, Food Sovereignty Ghana, the Vegetarian Association of Ghana, the Convention People’s Party (CPP), the Centre for Indigenous Knowledge and Organisational Development (CIKOD), the All African People’s Revolutionary Party and the Earth Replenishers Foundation.

Chanting “No GMO”, “Away with GMO” and “Chooboei” and intermittently singing the national anthem, with emphasis on the words: “…and help us to resist oppressors’ rule”, the demonstrators started from the Obra Spot at the Kwame Nkrumah Circle, branched through Adabraka and the TUC, passed in front of the National Theatre before converging on the National Arts Centre to address the press.

Under heavy police guard, the demonstrators stopped from time to time to explain to passers-by the implications of the Plant Breeders’ Bill and GMOs.

They carried placards with weird photos of GMOs, some of which read: “Say no to Man Satan (Monsanto)”, “Monsanto out of Ghana”, “Farmers’ right come first”, “No to the Plant Breeders’ Bill”, “Ban GMOs”, “GMOs will make Ghanaian farmers poor” and “GMO is poison, beware”.

Implications of the Plant Breeders’ Bill

Addressing the participants at the Arts Centre in Accra, the Chairperson of the Coalition for Farmers’ Rights and Advocacy against GMOs, Ms Samia Yaaba Christine Nkrumah, said there was the need for Ghanaians to rise against the imposition of the Plant Breeders’ Bill, which was currently in Parliament.

The passage of the bill will allow the introduction of the GM foods into the country.

Ms Nkrumah stated that the imposition of the bill had far-reaching social, economic and political consequences on Ghanaians and the entire African continent.

She explained that the passage of the bill would disable Ghanaians from having total control over their agricultural and food commodities.

“So can’t we even control our own foods? Is this what our forefathers left for us? Do we want a day to come when someone will control what we eat as Africans?” she asked.

Ms Nkrumah said there was the need for all Ghanaians to come on board to help kick against the bill, since it was not in the interest of the Ghanaian farmer, adding that the call on the ban on GMOs went beyond partisan politics.

She also used the platform to officially launch the coalition and called on bodies such as the Ghana Catholic Bishops Conference, traditional rulers, women’s advocacy groups, youth groups, the National Chief Imam, among others, to join hands and help defend the interest of the Ghanaian.

Ms Nkrumah further called on parliamentarians to help educate Ghanaians on the bill before attempting to pass it into law, adding, “It is full of legal jargon that cannot be understood by the ordinary Ghanaian.”

A case for Indigenous Knowledge in Environmental Management

The United States Environmental Protection Agency (EPA) has released a report (January 2014) titled “A Decade of Tribal Environmental Research: Results and Impacts from EPA’s Extramural Grants and Fellowships Programs”. This report caught my attention as soon as I heard of it. It highlights the accomplishments and impacts of more than a decade of supporting Tribal Environmental Research. The report is available for download at www.epa.gov/ncer/tribalresearch.

The findings of this report, once again, confirms the importance of Indigenous Knowledge (IK) in Environmental Management. I have constantly advocated the need for more research into IK in climate change adaptation and I am happy that this report also makes a very strong case for IK in environmental management.

Dr James H. Johnson, Jr., Director of the National Center for Environmental Research, Office of Research and Development of the U.S. Environmental Protection Agency observes that “American Indian and Alaska Native (AI/AN) communities have been tied inextricable to their environments for millennia. Because of their reliance on natural resources to maintain traditional diets, life ways, customs and languages, there is a unique need for tribal-focused research to identify the impacts of pollution, dietary exposures, cumulative risks and climate change, as well as to inform decisions to reduce health risks in these areas.”

The US EPA established the Tribal Environmental Health Research Program in 2000 through the Science To Achieve Results (STAR) grants and fellowships programs. This is the kind of primary research that is very commendable and many countries must take a cue from this. A people can only truly develop scientifically when they master the knowledge already around them. Since its inception, the Tribal Environmental Health Research Program has funded 10 STAR grants for tribal environmental health research, many of which are conducted on tribal lands by researchers from tribal colleges and universities. 

EPA’s STAR tribal research can be categorized by five themes:
  1.         Cultural practices, language and traditional ecological knowledge.
  2.         Subsistence foods and water resources.
  3.         Community-based participatory research (CBPR) and community outreach and education.
  4.         Risk assessment and incorporating sensitive populations.
  5.         Impacts on regulations and management plans.

This highly commendable programme by the US EPA has yielded key data, tools, products, methods and knowledge. The use of such knowledge discovered can help to better define and reduce the health risks faced by tribal populations, protect natural resources essential to cultural and spiritual practices, and supports ecological knowledge and tribal practices for protecting and preserving the earth for future generations.

One important lesson to take from this report, “A Decade of Tribal Environmental Research: Results and Impacts from EPA’s Extramural Grants and Fellowships Programs” teaches is the importance of using research data in making informed decisions. It is not just enough to put money in research because there is a cry for investment in research and development. It is crucial that the knowledge discovered or produced from such research is used for the benefit of the society. According to the EPA report, “results from STAR grants and fellowships have influenced State and tribal regulations and management plans. For example, the states of Washington and Oregon have used STAR data to reexamine and revise their state water quality standards. These revisions offer greater protection of tribal populations whose cultural practices and traditional lifeways could result in higher exposures to water contaminants. The Cherokee Nation used results from research by a STAR fellow to design its Tribal Integrated Resource Management Plan for natural resource planning and management on Cherokee lands.

Warsaw Climate Change Conference, November 2013: CLOSING PRESS RELEASE


The UN Climate Change Conference in Warsaw ended on 23 November 2013, keeping governments on a track towards a universal climate agreement in 2015 and including significant new decisions that will cut emissions from deforestation and on loss and damage. 
“Warsaw has set a pathway for governments to work on a draft text of a new universal climate agreement so it appears on the table at the next UN Climate change conference in Peru. This is an essential step to reach a final agreement in Paris, in 2015,” said Marcin Korolec, President of the COP19
conference.

In the context of 2015, countries decided to initiate or intensify domestic preparation for their intended national contributions towards that agreement, which will come into force from 2020. Parties ready to do this will submit clear and transparent plans well in advance of COP 21, in Paris, and by the first quarter of 2015.

Countries also resolved to close the pre-2020 ambition gap by intensifying technical work and more frequent engagement of Ministers.

The conference also decided to establish an international mechanism to provide most vulnerable populations with better protection against loss and damage caused by extreme weather events and slow onset events such as rising sea levels. Detailed work on the so-called “Warsaw international mechanism for loss and damage” will begin next year.

“We have seen essential progress. But let us again be clear that we are witnessing ever more frequent, extreme weather events, and the poor and vulnerable are already paying the price,” said Christiana Figueres, Executive Secretary of the UN Framework Convention on Climate Change (UNFCCC). “Now governments, and especially developed nations, must go back to do their homework so they can
put their plans on the table ahead of the Paris conference,” she said.

In addition, governments provided more clarity on mobilizing finance to support developing country actions to curb emissions and adapt to climate change. This includes requesting developed countries to prepare biennial submissions on their updated strategies and approaches for scaling up finance between 2014 and 2020. 
 
The Warsaw meeting also resulted in concrete announcements of forthcoming contributions of public climate finance to support developing nation action, including from Norway, the UK, EU, US, Republic of Korea, Japan, Sweden, Germany and Finland. 
 
Meanwhile, the Green Climate Fund Board is to commence its initial resource mobilization process as soon as possible and developed countries were asked for ambitious, timely contributions by COP 20, in December, next year, to enable an effective operationalization. 
 
Cutting emissions from deforestation 
 
Today’s agreements included a significant set of decisions on ways to help developing countries reduce greenhouse gas emissions from deforestation and the degradation of forests, which account for around one fifth of all human-generated emissions. The Warsaw Framework for REDD+ is backed by pledges of 280 million dollars financing from the US, Norway and the UK. 
 
President Korolec said: “I am proud of this concrete accomplishment. We are all aware of the central role that forests play as carbon sinks, climate stabilizers and biodiversity havens. Through our negotiations we have made a significant contribution to forest preservation and sustainable use which will benefit the people who live in and around them and humanity and the planet as a whole. And I am proud that this instrument was named the Warsaw Framework for REDD+.” 
 
Further progress in help for developing nations 
 
In Warsaw, a milestone was passed after 48 of the poorest countries of the world finalized a comprehensive set of plans to deal with the inevitable impacts of climate change. With these plans, the countries can better assess the immediate impacts of climate change and what they need in the way of support to become more resilient. Developed countries, including Austria, Belgium, Finland, France, Germany, Norway, Sweden, Switzerland have also paid or pledged over 100 million dollars to add to the Adaptation Fund, which has now started to fund national projects. 
 
Governments completed work on the Climate Technology Centre and Network (CTCN) so that it can immediately respond to requests from developing countries for advice and assistance on the transfer of technology. The CTCN is open for business and is encouraging developing countries to set up focal points to accelerate the transfer of technology. 

Climate action at all levels 
 
COP19 has been a showcase for climate action by business, cities, regions and civil society. The UNFCCC secretariat also celebrated its annual Momentum for Change lighthouse activity awards for climate actions that demonstrate positive results through innovative finance, by women and the urban poor. In addition, Momentum for Change launched a new initiative focusing on contributions by information and technology sector to curb emissions and increase adaption capacity. 
 
“A groundswell of action is happening at all levels of society. All major players came to COP19 to show not only what they have done but to think what more they can do. Next year is also the time for them to turn ideas into further concrete action,” Ms. Figueres said. 
 
2014 New York Summit/ next UNFCCC meeting 
 
In Warsaw, UN Secretary General Ban Ki-moon reiterated his invitation to all governments, and leaders from finance, business, local government and civil society, to a climate summit in New York on 23 September 2014. This will be a solutions summit, complementing the UNFCCC negotiations. “I ask all who come to bring bold and new announcements and action. By early 2015, we need those promises to add up to enough real action to keep us below the internationally agreed two degree temperature rise,” he said. 
 
The next UNFCCC meeting of the Ad Hoc Working Group on the Durban Platform is to take place in Bonn from 10 to 14, March, 2014. 
 
 
About the UNFCCC 
 
With 195 Parties, the United Nations Framework Convention on Climate Change (UNFCCC) has near universal membership and is the parent treaty of the 1997 Kyoto Protocol. The Kyoto Protocol has been ratified by 192 of the UNFCCC Parties. For the first commitment period of the Kyoto Protocol, 37 States, consisting of highly industrialized countries and countries undergoing the process of transition to a market economy, have legally binding emission limitation and reduction commitments. In Doha in 2012, the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol adopted an amendment to the Kyoto Protocol, which establishes the second commitment period under the Protocol. The ultimate objective of both treaties is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system. 


As UN climate talks stall, experts identify new approach to tackling climate change, food insecurity and poverty

Global experts made an impassioned plea to change the way the world is tackling food insecurity, climate change, poverty and water scarcity — and warned that UN climate negotiators in Warsaw risked “turning their backs on some of the most vulnerable and poorest people in this world”.
“We are wasting precious time as a result of a disjointed, discombobulated dance,” Rachel Kyte, World Bank Vice President for Sustainable Development, told participants at the Global Landscapes Forum, held on the sidelines of the climate talks. If the world continues “to fund crop expansion on one hand but forest protection on the other, we are simply wasting taxpayers’ money.”
Experts called for a “landscape approach” to rural development, hailed as a way to bring together the agricultural, forestry, energy and fisheries sectors to come up with collaborative and innovative solutions to ease increasing pressure on the world’s resources, which are threatened by climate change.
“Landscapes are not just an important part of the solution. They are the solution,” Peter Holmgren, Director General of the Center for International Forestry Research, told the forum’s 1,200 participants from 120 countries. “We must put our hope in landscapes. Fragmentation is our enemy and a recipe for disaster.”
The most recent disaster in the Philippines should be a call to action on climate change, said Bruce Campbell, Director of the CGIAR Research Program on Climate Change, Agriculture and Food Security. “How many superstorms will we have before the world starts to take climate change seriously? As a scientist, I know we have the knowledge we need to act, so let’s do it.”
Historically, farming, fisheries, energy and forestry have been managed in isolation despite their many links. Agriculture is the chief driver of deforestation even though it depends on forests for water, pollination and other ecosystem services.
Speaking at the conference, His Royal Highness Prince Seeiso Bereng Seeiso of the Kingdom of Lesotho described himself as a “messenger for Africa” and said that “the impact of climate change on livelihoods, food security and nutrition at household levels and the environment has been disastrous.”
“By failing to safeguard our natural resource base, farmers are … having to sell off their meager physical assets. … They are failing to feed their own families,” he said. “Only when we take a landscape approach … can we boost agricultural production while adapting agriculture to climate change and reducing agricultural emissions.”
Ruth DeFries, a renowned professor at Columbia University’s Earth Institute, warned there is “no single prescription” for managing the differing functions of landscapes.
“It is possible to bring together competing interests to achieve multiple objectives … it requires an on-the-ground approach that cuts across ecological, economic, cultural and political dimensions,“ she said. “But there is much science to be done  … and even more hard work on the part of policy to provide the right set of incentives.”
She gave the example of her home city of New York where a forest 100 miles (160 kilometers) away is crucial for the regulation and filtration of water for city dwellers.
Sara Scherr, President of EcoAgriculture Partners, cited another example from Ethiopia where “integrated landscape management has already made a huge difference to the livelihoods and economies of millions of people”.
Kyte said that science has advanced far enough that the world has the necessary technical capacity to quantify and visualize the connections between human activities and the environment. “From crowdsourcing to satellite imagery, from natural capital accounting to participatory mapping, we have more data, more resources, more images, more evidence.”
Referring to a breakdown in talks on agriculture this past week in Warsaw, Kyte said that “these negotiations run the risk of turning their backs on some of the most vulnerable and poorest people in this world and that will not build a climate negotiation that works.”
Tackling the world’s pressing challenges requires urgent action from all, said Marcin Korolec, the Polish Minister of Environment and president of the 19th Conference of the Parties to the UN Framework Convention on Climate Change. “The global challenge of climate change requires that we seek no less of our leaders than of ourselves.”

How Africa's natural resources can drive industrial revolution

Five years after the global financial system came perilously close to collapse, the global economic outlook is still uncertain. In Europe, GDP is still below pre-crisis levels and unemployment is at a record high. Recovery in the United States, although stronger, remains weak by historic standards, and even China, which has done so much to drive global growth, is slowing down.

Yet, in what some might call an unexpected twist, average growth in Africa over the last decade has been more than 5%. Of the 10 fastest-growing global economies, seven are in sub-Saharan Africa. But how will this economic spike be sustained? How do we ensure we continue along this trajectory?

It is the world's appetite for Africa's rich natural resources which, up to now, has been the major driver of this stellar record. And it is this same appetite that will provide both the opportunity and the solution for Africa to sustain these economic achievements.

While not all African countries are commodity rich, the continent has 12% of the world's oil reserves, 40% of its gold, and 80% to 90% of its chromium and platinum. Africa is also home to 60% of the world's underutilized arable land and has vast timber resources.

The idea that these abundant natural resources can be the driver for an industrial revolution across the continent is growing. The latest edition of the Economic Report on Africa (ERA 2013) sets out how the continent's future will be determined by how policies that promote commodity-based industrialization are designed and implemented.

We believe that such a transformation is both imperative and possible. But it requires courage, vision and a new mindset from the continent's business and political leaders to overcome the challenges which continue to hold back the building of a successful and dynamic industrial base in Africa.

There is no one-size-fits-all solution to accelerating resource-based industrialization. But important lessons can be learnt from the success of countries such as Malaysia, Indonesia, Thailand and Venezuela in promoting value addition, new services, and technological capabilities.

Malaysia, in particular, is a perfect example of how a commodity-based economy was transformed, through focused state interventions and an allocation of resources towards the industrial sector, to a high-income and diverse manufacturer in only a few decades. Through a series of five-year development plans, centered on a vision to transform the structure of the economy and raise incomes in the medium- and long-term, investment was oriented towards industry. Today, Malaysia is a key manufacturer and exporter of a wide range of goods and services.

It is clear that governments, both individually and collectively, have an important role. A supportive policy and investment framework is essential to attract long-term investors. Policies to build local capacity and address inequality are essential. Moreover, developing skills through training and incentives will ensure that local economies are able to grow and diversify.

However, a barrier to Africa's industrialization that is not often talked about is the mindset of private sector leaders -- both in and outside Africa. Many are still indulging in the same historical rent-seeking attitudes that have resulted in the short-terms gains of crude, cocoa and gold sales. More business leaders need to change their thinking and understand that short-term revenue gains -- as opposed to long-term value addition -- offer little or no contribution to sustainable economic growth.

We are now seeing a new style of African business leader emerging -- leaders who are building, investing, growing for Africa's future. It is their efforts which will provide the jobs and income which will have the biggest impact on tackling poverty and driving wider social progress. 

Africa's private sector must take the lead in improving coordination between farmers, growers, processors, and exporters; in increasing competitiveness in the value chain, and ensuring the price, quality, and standards that market demands are met.

We need to see national and regional champions created and supported, and help foster effective collaboration between public and private sector and the development world. This is the essence of the emerging economic philosophy called Africapitalism, a private sector led partnership mode focused on Africa's development.

We have already seen real progress on the continent. Ethiopia's leather industry is not only developing fast but is also increasing high-value-added activities. South Africa and Egypt are making similar strides. In Ghana and Zambia, the cocoa and mining sectors have long contributed to wider socioeconomic growth. In East Africa, the success of Kenya's fresh vegetable producers in adding value to their exports has been remarkable.

But when Africa only sees some 10% of the income from its own coffee crop, we can see that much work still needs to be done.

Africa now has the chance, as never before, to shape its own economic future through industrialization. This will help to spread prosperity throughout the continent. An industrialized Africa will also provide a much-needed new driver of global growth. It is in everyone's interest that Africa succeeds.
